wobbly handbrake?

my handbrake wobbles from side to side, and when it is on full(about the 6the rachet)if u tap it sideways it drops off the rachet, I have checked the rachet, it does not appear to be worn, I also checked the bolts securing the handbrake to the chassis, I cannot see any other reason why it is doing this. Its failing the mot coz of it, anyone know why?!

will be worn at the clevis pin IIRC there are two plastic washer there
