ABS light

Hello ,I have been helping a mate out with a problem.
so far I have done the paperclip test and got fault 19 'solinoid relays'

I looked at abs module and it has the non- removable relays(typical) So went to scrappies and a got a new module and put in on the car(disconnected battery for a least 1.5 hours) ......Bonus light went out then whilst driving the light came back on and wont go off again, It is showing the same fault 19......Anyone know the next step with this problem??

It is the 2-SEH system 93' 8v.
