power steering reservoir

on the lid of my power steering reservoir theres a bit fo black pipe coming off of it but theres a skrew bloking it. any ideas if its suposed to be there and y is it there if it is supossed to be there

ye the txb has been disconected by the last owner

the pipe to the txb has been removed and blocked off to keep the power steering working by the sound of it
