rear suspension instruction

Haven't had the time yet to fit this koni ssk kit, was looking at the instuction for the rear set, this is it. What am I suppose to achieve by doing those three steps? Do I have to do it?

dunno, mine are all top adjustable??

With any shock you fit , you should always extend and retract it a few times,kinda like priming it and getting everything to settle.
Unsure about the twisting part.
