Im a correct in saying the thermostat will dictate what temp the fan comes on or is it the fan switch? Im buying a new thermostat on friday.

the fan should cut in at 95, however you can change the thermostat to one that opens at 82 and also the fan switch to 82 if you prefer this allows the flow to start quicker and the fan cuts in early which helps in traffic i did this to a astar mk3 redtop conversion ran perfect.
