Fuel computer reprogram security code???

I just got intouch with some guys in Derby who could reprogram the fuel computer, but they mentioned something about security codes??

Does reprogramming of the fuel computer require any sort of security code so you can reprogram it? He said he could get them using my numberplate.

My car is an import though and I got it registered in this country so it's just a random plate, the car at the DVLA is listed just as an 'opel'.

Anyone know what he's on about exactly?
