very low voltage at fuse 19

i recently posted a question about my 4x4 not working, tryng to eliminate the fault, the solenoid is NOT clicking wen the brake pedal is pressed, NO change in power steering fluid level when engine start and brake pressed.
so next i went to try the contacts where fuse 19 is held, i`m only getting 0.33v
i would of thought to see 12v and 14v with engine running, does anybody know if thats what it should be???????????????????????????????
